Hold on, I think I might have spoken too soon.  Tari, install TSText-1-18-10 on the GEMS side and re-download.  The voter card bitmap can be customized via TSText, and you probably just have the old one.

Okay, this sucks people.  This is bug 1083, which was supposed to be fixed in 4.3.4.  Whitman, can you please find out WTF happened here.  The screen shouldn’t even have a title bar, for what it is worth.  I assume this will mean another release.
