I'm still waiting for them to send me the DB backup but this is an OS only account and I did question them on AVOS setup.  They state they have 1.95Minnesota and 1.95 selected in AVOS setup.

Is GEMS AVTS setup dialog version set to 1.95?

Dakota Co., MN is trying to download mem cards for an upcoming election.  They keep getting a "Scan F Error" when download is attempted.

 

They are using GEMS 1.17.15 and 1.95e.

 

What is a "Scan F Error"?
