That is what they do.  Kansas rotation is based on Voter Registration & Precincts.

This is a question to ask the state or the county.  In most places they would not create extra precincts and would only rotate as many times as possible for the given number of precincts.

State law requires that each candidate appear at the top of the ballot.  How can this be accomplished when there is a race with more candidates than there are precincts???  Would we create more splits???
