No.  The regions get databases that are set-for-election.  Non admin users cannot unset, ergo cannot modify the artwork.

I think Mike answered the question in pointing out that non-admin users should not be developing ballot artwork, as would be the case with regional processing.  As far the version is concerned, I believe the city is using 1.1.6.8.  They are not performing regional processing, and were told at the time to access GEMS exclusively in administrative mode.

So, should we not permit users to access GEMS using any ID other than admin, or is there more to know?
 
There is more to know -- namely how to post a bug report.
 
I just tried creating artwork with 1.17.2 as a non admin user.  I cannot reproduce your problem.
