We run this already in El Paso, TX.  (same scenario)
Yes, some elections will run bigger with audio files, and will require Imation disks.  In El Paso, we run all elections with Imation disk, small and large, because they use the Vibs unit for all elections. 
 
To create a disk, you would have your GEMS computer hooked to a regular AVTS unit via a hub.  From this set-up, you can download and upload.  All AVTS units in the field should be equipped with Imation Drives.  It is a simple procedure to Network a AVTS unit to a GEMS computer.
 
As for the Pollbook, there are a couple of ways to load your election.  The safe way is to buy a external Imation drive to load the election on to the Pollbook.  Then you would make a change in the regedit files, so that the election would run off the "C" drive instead of the "A" drive.  THIS IS THE SAFEST AND RECOMMENDED WAY TO LOAD THE ELECTION ON THE POLLBOOK.
 
The other way is to make ZIP file of your election and load it onto your pollbook.  (note: no matter which way you load, you must make the change in the regedit file)

AccuVote site in California wants to buy 3 early voting avts units.  Given that one of them is VIBS unit with audio, with California size ballot, wouldn't this exceed 1.44mb?  If so, is our design to utilize one of the three Ballot stations and link to GEMS via ethernet to create the diskettes?
 
If these need to be the larger Imation diskettes - how will the pollbook (in Tulare or Fresno) be able to build an election database given it does not have ethernet or larger diskette capability?
 
Maybe this isn't a problem.  Could someone indicate in simple terms please how the laptop pollbook gets the election database on it to create voter cards without ethernet or imation drive, given what seems like will be an election larger than 1.44mb.  I guess I'm assuming that the audio is on all diskettes?? Is this true?  I guess my assumption is that dbs will exceed 1.44mb.  Maybe I'm wrong.  Comments.
