Creating the square in Paint or any other drawing software is no problem. It is when you paste in the picture that you have drawn and then add text along with that picture, that is where you have problems. They wish to have the square about the size of 3 lines of text, and also wish to have the text in alignment with that square. The only way I have been able to do this, as Ken stated, is to create a complete Square & Text bitmap, and then inserting that bitmap into the header. I was hoping that a wmf file might help, but creates the same problem. Unfortunately, Kim does not know how to use Paint very well, and seems unwilling to try to learn.

Regarding the square to be put in the ballot heading, I am working on this today. I am creating the square in Paint. Per Ken's advice below, I will test it prior to e-mailing the file to Wyandotte. I intend to finish this today so they can copy it into their Images file.
Good question. 1.16 is theoretically still in testing, but its really up to you guys to give the green light to call it official. The 1.16 bugtracks have quieted down lately. I am not sure whether that is because it is stable or because people aren't testing it. Its probably pretty solid at this point.
You can create the wmf with Corel Draw. I think Mike prefers Adobe Illustrator. For something as trivial as a square box you could probably get away with a bmp created with the Paint accessory. If they want to desk top publish the whole heading with text and the box, then they should use a wmf though. Given Greg's recent hand.bmp bugtrack I would try it out myself before forwarding anything to Wyandotte.
