What if the number of candidates for a race exceed a column????

Choose the layout options: by column, 2 column, flow.

I think I might be reading between the lines here though that you don't want
the candidate columns to have equal height, but instead fill up the first
card column and then a bit of the second.

Short answer, no.  Races and headers are rectangular in GEMS.  This is
called "tiling" in desk top publishing circles.  Imagine dragging a
non-rectangular race around in the ballot editor.  From this prospective,
there isn't really even such thing as a card column -- it is just a hint for
auto layout.  Races can be dragged around the card with complete freedom.
