I am attempting to set up the database for the special election.  Rather then re-invent the wheel, I copied the general election database and recreated my one race - jurisdiction wide ballot question.  I am having problems creating ballots.  I get an error message that says "Could not lay out all the ballots"  I only get one ballot card instead of 40.  Evidently I am doing something wrong or else I need a newer version of GEMS.  I am currently running on version 1.7.5.1 and Service Pack 4.  Is there a newer version that I should be using and/or do I need to upgrade to Service Pack 5?

I have set up the database and successfully generated a ballot.  I didn't like the way the headers were working, so I made some changes and checked "force layout" and then generated ballots again.  It looks like it is going through the generate ballot process but then I get an error message that says "couldn't lay out all ballots."  Yet under ballots, it shows a ballot 1 and when I try to view it I get an internal error GEMS message.  Help?!?!
And One additional question:

Is it true with a jurisdiction wide question that only one ballot card will be created?  So all 40 districts receive say "Card 1"?  Is there a way to make it create 40 different cards?
