PCAT, the infamous home of the Portland State University Department of Computer Science. It was once the Blue Cross/Blue Shield building (before they moved to a boring skyscraper a few blocks away), which explains the "Smurf Hut" ambience and the cross motif.

Above: Another shot of PCAT, this time looking east from the skybridge that connects the University Services Building (itself a shining example of Concrete Brutalism) and the School of BizAdmin building. The Portland Center apartments, which block the view of Southeast Portland, were part of "urban renewal". Below: The rather silly little plaza between the new Urban Center building (off the picture to the left) and PCAT. The only real use for this pseudo-space is as a skateboard park, but of course skateboarding on the numerous and variously sized steps is strictly prohibited. On the other hand, it used to be a minor two-way street, which is probably even more useless.
