PCAT, the infamous home of the Portland State University
Department of Computer Science.
It was once the Blue Cross/Blue Shield building (before they
moved to a boring skyscraper a few blocks away), which
explains the "Smurf Hut" ambience and the cross motif.

Above: Another shot of PCAT, this time looking east from the skybridge that
connects the University Services Building (itself a shining example of
Concrete Brutalism) and the School of BizAdmin building. The Portland
Center apartments, which block the view of Southeast Portland, were
part of "urban renewal".

new Urban Center building (off the picture to the left) and PCAT.
The only real use for this pseudo-space is as a skateboard
park, but of course skateboarding on the numerous and variously
sized steps is strictly prohibited. On the other hand, it used to be
a minor two-way street, which is probably even more useless.
