Service Update: SpectrumCOLOR and rainbowCOLOR are up again

SpectrumCOLOR and rainbowCOLOR are both up and running again. There are some quality issues that are being addressed and will be rectified as soon as possible.

Users may print to sunbowCOLOR in WeH 8108 or prismCOLOR in NSH 1509, both of which use the same type of paper as spectrumCOLOR and 11x17 printing is available through its manual feed tray.
