YES If position is full- or part-time AND greater than four months in length.

NO I
f position is less than four months in length. HOWEVER, a position description, personnel requisition and other hiring documents will still need to be completed. *IMPORTANT: CMU Human Resources (HR) policy requires staff positions be filled through a competitive bidding process. Hence, if a supervisor wishes to extend a less than four month job into a longer appointment, the job will need to be posted before it can be filled.

Once the job description has been approved on the department level, it is sent to HR for review, approval and posting. Be aware that it could take up 5 days to work out this process. Once posted, it must remain posted for at least 5 working days before an offer can be made.

THE JOB POSTING PROCESS
 


Effective June 1, 2005, all position posting must be processed through HR's Talent Management System (TMS). The Talent Management System (TMS) was developed to help managers to recruit talent and manage their human resources. A secure, web-based application, TMS is designed to streamline processes, improve communication, increase productivity and reduce your costs. Access to TMS is through WebISO login. There are three modules of the TMS system: the position module, recruiter module and careers module:

1. Positions@CarnegieMellon - The Position Module is a web-based module of TMS (Talent Management System)
and is used to enter and edit all position descriptions and post jobs to the Careers@Carnegie Mellon web site. Supervisors are required to use this module to post descriptions and to keep employee job descriptions up to date. The process of putting together a position description via TMS is very similar to the old hardcopy paper method. The same information and job description structure applies.

Each position is assigned a TMS Administrator or administrators who's job it is to handle the process. This person(s) can be the hiring supervisor's support staff or other designates who have been trained and are familiar with the system. A Posting Administrator (optional) is also assigned in this module. The Posting Administrator is a designate in addition to the supervisor who will have access to the Recruitment@CarnegieMellon, and who will assist the supervisor with managing the applicant process.

2. Recruitment@CarnegieMellon - The TMS Recruiting Module is a staffing selection system that helps the supervisor manage and track all aspects of the hiring process. It is an applicant-tracking system and recruiting management system that streamlines the staffing selection process with key features such as resume management, applicant assessment and workflow management. Supervisors use this module to review and select applicants. All posted positions must be managed through this module before an offer letter is prepared. All applicants must use the Careers@CarnegieMellon module to apply for any position. Once they do this, their resume and hiring information will appear in this module for the supervisor's review and consideration.

3. Careers@CarnegieMellon - Careers@CarnegieMellon is an online employment application system that allows applicants to confidentially search and apply for jobs as well as manage their employment application with confidence. Applicants can also set up a personal agent and be notified when vacancies of interest become available. All applicants are required to use this system to enter their resume and apply for positions.
