Engineers may express publicly a professional opinion on technical subjects only when that opinion is founded upon adequate knowledge of the facts and competence in the subject matter.

Code is relevant when:
Engineer publicly expresses a professional opinion on a technical subject
Code is violated when:
Engineer does not have adequate knowledge of the facts
OR
Engineer does not have competence in the subject matter
Code is not violated when:
Engineer has adequate knowledge of the facts
AND
Engineer is competent in the subject matter
