This empty trash can is not going to solve any problems. It may postpone them. There is usually a method for correcting mismanagement (defined as blowing a couple of hundred thousand dollars or misusing it), but there is not usually anything that can be done about even extremely poor management. The personnel departments have departed from the roll of assisting personnel and embarked on the difficult mission of defending and rationalizing the incompetence of management. In all fairness they also spend great amounts of energy discouraging employees from voicing discontent. I would like to meet the lawyer who is willing to tackle a large organization that is just plain assinine in their management practice. There is certainly no help from the inside of institution full of little Hitlers. Good Luck, but remember if you got a problem you are probably on your own.
