Sorry, the first BCP was published in 1549.  As a matter of fact, I have a
copy of this issue.

They were comissioned by King James, and the KJV Bible was published under
his authority.  Elizabeth had no involvemnet.  James I (James VI) became
king in 1603 and almost immedieatly setup the committee.
