I don't see what's particularly communist about learning a language.

Of course not. If people didn't want to learn it they wouldn't have to.
In any case you can't *make* someone learn something if he really doesn't
want to.

However after the common 2nd language was established, I imagine that 
many EU jobs would require you to know it.
