These who don't vote either don't know or don't care.

These 2 criticisms also apply to parliamentary elections. Would you prefer
parliaments to be chosen by a committee of "expects" who "know what's
best" for the rest of us?

A valid criticism. Single Transferable Vote is best, IMO.
