I don't know if this is what you're looking for, but you might
want to try some of the sound utilities there are available
for Windows on ftp.cica.indiana.edu (or its mirrors) under the
sounds directory. Good ones are gram22.zip (or something like that)
which is made exclusively for spectrograms; cool134.zip is also
very good, and it includes an option to switch between amplitude
and spectral views, as well as an optional window which shows 
you an FFT based on a neighbourhood of a point you choose. It plays
waves and CDs too, reads lots of formats, and does lots of effects;
the only problem is that it's shareware. Oh; and also that it doesn't
have a scrolling bar (but it has zooming.)
