Although I was not personally involved with the Triple Play product, I do 
know that it was developed using Dragon VoiceTools (and a little help from 
Dragon Systems).

The answer to your questions are:

(1) You can recognize foreign languages with Dragon VoiceTools.  
VoiceTools as shipping today comes with phonetic models for US English, 
but you can create and recognize non-phonetic models for any words (or 
sounds) with the product.

(2) Triple Play does support the Sound Blaster.  This feature is not part 
of the currently shipping version of Dragon VoiceTools but was made 
available based on negotiations directly with Dragon.

You should contact Dragon for more information.

(By the way, my knowledge is unfortunately limited in this area to 
Dragon's products.  You might also want to research offerings from other 
vendors.)
