Beware, as I've posted here before, this SPOX code does *not* comply with
Fed-Std-1016 and, as I recall, it's also incomplete.  As stated on p. 405,
this implementation is based upon a proposed Fed Std CELP coder and
version 2.3 of our software.

Version 3.2a of our software complies with the approved Fed-Std-1016 and
is available via anonymous ftp from super.org - sorry for the confusion.

Although the SPOX concept is nice, the inefficiency it introduces has
precluded its widespread use in CELP implementations.  Like DSP MatLab,
SPOX is convenient for rapid prototyping and algorithm development.
