I've looked at this and I'm aware that other people have already put
significant effort into the cleaning up operation.

The klatt code is one of the most frequently requested files from the
comp.speech archives on svr-ftp.eng.cam.ac.uk.  It pains me to think of the
duplication of effort that is happening.

At the minimum, I'd like to offer a repository for the latest version under
the comp.speech/sources directory.
