Hi netters!

I am looking for some examples of phonetic transcription rules.
I already have some info about european languages such as in SAM project. But 
I do not have any about American english.w{ 
Can anybody let me know what kind of transcription rules are being used among the phoneticians or speech engineers? Also are there any transcription rules applied to the speech DB such as TIMIT? 
Actually what I want to know is how pronunciations can be described into some alphabetical form during text-to-speech process.
Any comments will be welcomed and please mail me or post it on the board.
