There are many available.  I use one made by Dialogic (not because I like
it, but because it was specified by my client).  This is a card that plugs
into IBM PCs and compatibles.  I have collected about 40,000 calls of speech
(probably more) with this setup.

I can help you more if you could be more specific on your system
requirements.  What kind of telephone line(s) do you plan to use?  Analog
lines, T1, ISDN?  Which country do you plan to use the equipment in?  Type
acceptance can be a problem for you.  How many phone lines will you connect
simultaneously?  Just one, or several?  What kind of coding scheme do you
prefer?  PCM, ADPCM, or some other method?  What sampling rate and sampling
bits would you like?  What computer platform do you intend to use?
