Hi Robert,
The FAQ for this group contains the ftp info for "scat."
Here's a nice reference (if you can afford it):

Advances in Speech Signal Processing, ed. S. Furui and M. M. Sondhi.
New York: Marcel Dekker, 1992.

Note that speech synthesis (e.g., Klatt's work) is not usually driven
from text as in TTS systems.  Klatt's work is documented in his landmark
JASA article.
