There are no actual sound file needed for Klatt.
It's a synth!


I have a version of this which I actually made work.  The
problem is that it has a funky menu interface instead
of a simple command-line interface.  It has two programs,
1) takes a bunch of phonemes and generates a table of 
numbers, and 2) which reads the table and generates
a binary sound sample.
