The official guide for MOS testing is the CCITT blue book Volume V

   Telephone Transmission Quality

although a lot of information can be found in this book, it is still
not too specific on how to actually do the test.

A good alternative is the IS-85 document published by TIA, which
describes a testing procedure for IS54 (VSELP) coders. It specifies in
detail the MOS testing procedure, which follows the CCCIT guidelines.

IS-85 Recommended Minimum Performance standards for full rate
speech codecs.
