On second reading of your comment, I am afraid that there has been
a misunderstanding.  As far as I know, the 1.2Kbps rate in the
QCELP codec is used for silence-encoding and not for speech.
Silence-encoding is used in a variable-rate mode.

Silence-encoding is available as an option in our system.

I recommend being more precise when commenting on such matters.

In any case, it is best to contact the company directly for
information about their products.
