You might try Texas Tech Computer Science department.  I did my M.S. in 
speech recognition there.  You should contact Dr. Thomas English or
Dr. William J. B. Oldham.  Tom is especially knowledgeable about SR, but
I think he already has 5 grad students.  Oldham, has 7 students and
works in Neural Networks.  They have had a flood of grad students and
will not admit anyone until next fall, so get your application in
early. :^)
