From IBM: You tried to install twice and the date in the image don't compare, on

 The Explorer CD has been setup to allow only one installation of
 the VisualAge and IBM Smalltalk products on each PC.  If you
 install the Explorer version more than once, VisualAge or IBM
 Smalltalk will give you the 103 or 203 error message when you try
 to use VA or IBM ST.

 To work around this problem, we have a program that will
 synchronize the install dates.  To get the program you can
 request EXPLROS2 PACKAGE from VISUALAG at CARVM3 (or EXPLRWIN
 for Windows).  PF11 will cause the request to pop up here and
 allow to send it right now.
 Or access the VisualAge library on CompuServe:
      Enter 'Go Visual'
      Select Library
      Select Browse
      Select VisualAge

 Then, select the VisualAge Evaluation CD Error 203 Correction and
 download to your PC.

 Each package contains four exe files:

    VASU   - for VisualAge Single User (or Standard)
    VATEAM - for VisualAge Team
    STSU   - for IBM Smalltalk Single User (or Standard)
    STTEAM - for IBM Smalltalk Team
 Please copy the appropriate exe to the same subdirectory as the
 image and then run it.  This will eliminate the 103 or 203
 message.
