    No.  They use people typing on special Stenotype keyboards,
driving software that converts Stenotype notation (which is phonetic)
to English, with reasonably good success.  A similar system, although
not real-time, is used for transcribing court sessions.  It's quite
clever, and there is a bit of AI in it, but it's not speech recognition
