No, 
this is worse.  In telemarketing you have one phone call to reach one
person.  Here, one post reaches thousands, so it's a lot easier to
abuse.  It's also my understanding that there are Internet providers in
other countries that bill you by byte (if you use their server for
e-mail, news, etc.) so the receiver in this case is paying for their
nuisance.  Hmmmm?  Does this make them liable?  In a phone call the
telemarketer is paying, they're just taking up your time.
