In general the term is far too broad. You need to define very 
specific cognitive skills, devise metrics for measuring them, and 
then you can investigate their mechanics and development 
"scientifically". Treating "intelligence" as the subject will 
get you into endless unresolvable semantic arguments that are 
ultimately a cultural issue.
