The game is called nomic - check out the news group alt.games.nomic
Also Doug Hofstadter wrote a column about this in Scientific American
which I guess is the ref you want.  This was in June 1982.  It's
reprinted in the collection "Metamagical Themas" published by Penguin
in 1986.
