Time can not be only a concept that is percieved by intelegent (for 
whatever you want to consider intelegent beings) beings, because it 
rules the universe in the same sort of cause and effect way.
Essentialy, Time is a dimension (if not only a dimension) as well as 
a concept.  To claim that it does not exist in the universe, but only in 
our minds is to claim that space (and everythig else we know to be real)
as well does not exist.  I guess that would just put us in one great big
coceptual reality that only exists in our minds.
Time must exist (both as concept and dimension) for the soul reason
that it extend just space in three dimensins into a four dimensional
reality.  Without time we would only exist as a three dimensional diorama
of sorts that never changes.  With time added in we have motion added and
four dimensional space time is defined; a diorama with motion.
Because time allows objects to occupy the same space, but at different 
coordinates in time, this a;lone should be proof that time does exist.
Not to mention the fact that things in the universe (even unintelegent 
things) are at the mercy of a cause and effect continuium we have defined
as time
