I believe I erred in not stating that of the two types of phenomenon,
natural and man-made, I was discussing only the former.  Man-made     
phenomena do imply the existence of human consciousness, but then, one
does have to be aware that such phenomena *are* man-made.

Focusing on natural phenomena now, I think you are attaching implication 
to the wrong thing - consciousness is implied in the *awareness of* such  
phenomena, but not in the phenomena themselves.  Is consciousness implied 
by the phenomenon of weather?  No, the mere existence of weather doesn't 
imply consciousness at all - weather on earth existed long before any 
consciousness did.  But consciousness *is* implied by the fact that both 
of us are aware of weather and are therefore able to talk about it.
