This sounds like Karl Sims, who reported on his work on co-evolving
the morphology and behaviour of artificial creatures at ALife IV and
then again at SAB'94. The ALife IV paper is called "Evolving 3D
Morphology and Behavior by Competition". The accompanying video was
spectacular!
