Not so, Anders.  *English is* frequently pronoted -- there've even been 
on-again-off-again threads of some durability with titles like "Learn 
English--Please!" and "Learn English--Or Else!" ;-)  Awhile back there 
was a flurry of pro and con on the various State and Federal efforts in 
the US to have English declared our (sole) official languages, and 
certainly *some* of *that* qualified as "promotion" of English, as does 
some of the more vituperative "con" material in the IAL-related threads.
