You have to be more specific. Is "I love you" said
by a male to female, female to male, male to male,
or female to female?

What kind and how deep love are we talking about?
Is the love only temporary or permanent?
Is it continuing from the past?
Has it started just recently? 
Does love occur repeatedly every time the
couple meet or does it continue uninterrupted
even when they are not in any proximity?

In majority of languages these things matter.
