They're source code management tools, which is important for project
management (though obviously not the same thing) and I believe that
source code management was what was meant in the context of the
original discussion (e.g. what's available with standard C++
environments). I'm not familiar with any project management tools that
come with any language implementations.

For example, Marten Feldman writes:
