I think he meant "free to users", not "developed for free". How much
of CMU's eventual Dylan product will be free for commercial developers
is yet to be seen (and is not ARPA funded AFAIK), but CMUCL,
Garnet, Mindy, the Lisp Archives, AI-Jobs and Lisp-Jobs mailing lists,
etc, all came from CMU and are free to use. I for one, appreciate it.
