Remebering back to "Starship Troopers" that I read as a kid, the
main character is in Basic and asks his instructor why, with all
the Hi-Tec he still had to learn to make a garrote or fight bare-
handed. The instructor told him it was so he was "always dangerous"
and must always be considered a threat. I think that is still true.

I was just a tech on aircraft, but I was taught enough that I could
never be completely discounted. Of course, attitude counts for a 
lot. Volunteers have a better chance of being "into it". A
conscript is much more likely to take the easy (or sane) way out
and throw up their arms ala Iraq.
