Well, as I see it, the main reason is, that AI doens't bring any 
advantages to an OS. For instance, how would dos (disk OS) improve by 
using AI? The only thing you need is firm protocols and speed. 
Something that *could* be usefull is an AI user-interface. However, you 
should be VERY strict to constrain the learning, since you don't want it 
to accidently *learn* to format you disk after every command ;) (this 
also brings forward the second problem: AI in general is 
non-deterministic. Also it's hard to *prove* an AI-system to be 
*correct*). Still, the thought of mixing deterministic machines with AI 
is an interesting concept. Tough though...
