Subsequent to the posting of this article i've been flooded with
requests to pass it on. Thus by public demand here is the article, thanks to

Just try
ftp://ftp.wiwi.uni-frankfurt.de/pub/TSPLIB_1.2
to get a rather great library of the most used test problems.

Our Institute has some interesting results on this topic.
Highlight of the research is the COSA-Algorithm which combines
the ideas of GA and SA in one algorithm. COSA outbeats all known
heuristics!
We will integrate this work soon in our WWW-Server. Check up
http://www.wiwi.uni-frankfurt.de/WIWIinstitutes/IWI/Papers
for research-papers and prototypes in the next few weeks.
