Another reason why the missiles may move Jerky Lee is that
they switch targets too often. That may be made worse by cloaking
or hiding targets.
A solution to the simple case is to let missiles be reluctant to change 
targets, ie. when calculating a best target value, give the active target 
a bonus( constant or factor ). A <= may be enough advantage sometimes.
When targets may be obscured for some reason, let the missile continue 
towards to the last or the projected target location for some time,
or till a re-scan .

I used this for my PCRobots-fighters :)
