In the UK the writing of viruses is NOT illeagal, the Black Baron (what ever 
his proper name was) was sentanced for illegal distribution of viruses and a 
virus creation kit, eg loading it on to a bultin board with out saying it is 
a virus. Writing a virus in the comfort of your on home is still leagal.
