Does anybody know a *good* application management tool?

We have the problem of merging the sources (or changes) of a group of
programmers to a single application. To exchange the change-sets is
generally not an easy task, because these change-sets contain things
like 'doits', 'removes' ... And to partition the work of the different
programmers into sets of class-categories or classes is not possible
in our case (ie, more than one programmer implements methods of a
class).

Does anybody know an easy way or a good tool? Thanks in advance!
