BAI would appreciate it a lot if you can give me a PLC perspective of
  timers.

PLCs implement timers internally as program blocks.  For example, a PLC
timer block might have two inputs: enable and reset.  As long as enable
is on, the timer counts up to a preset time.  If the preset time is
reached, an output is enabled.  Many variants can exist.
