The article you may be referring to is:

Freedman, David H., The Robot Farm, Tech Watch, Discover, pp 24-25, March,
1993.

It describes the preliminary work of David Jefferson and Chuck Taylor at
UCLA.  They discuss the use of GAs to program group behavior in a
set of robots (the article depicts a LEGO/Mini Board based robot.)

I contacted the resarchers interviewed last year just after the article
was printed, and they said that they were still in the very early
stages of the project.

Both Jefferson and Taylor have published papers in ALife and related
