Well I have 16 hours left, I have some more info on my problem when I 
look at the signal at the encoder side it looks clean, but when I move 
the probe to the counter input is looks vary noise. I put a .1 uf cap 
across the counter input and ground, that helped a lot, but it did not 
solve the problem what size of cap should I use? The wires form the 
encoder to the counter is about 2 ft long and I can not make is shorter. 
If you have any suggestions please, please send me some mail. The science 
fair is tomorrow and I need to make a video of it working, you oly get a 
small area at the fair so I can't make it move there. 

Thanks for you help, a lot of my robot is made up of parts and suggestions 
of people on the net. :-)
