I don't know if it's physically possible, but maybe a pressure transducer
could measure the pressure inside the barrel in the relevent area.
Perhaps a small diameter tube (with sufficient strength and minimal length)
could be attached to the side of the barrel and this would form a port
onto which a suitable pressure transducer could attach to.  With suitable
highspeed recording apparatus (probably a 6 or 8 bit flash a-d converter and
maybe 8k of static ram), you might be able to deduce the bullet's instantaneous
speed and acceleration based on the pressure data and the bullet's mass and
cross sectional area.
