"Be made" by whom?  We can't even keep Usenet free of Ponzi schemes and
offers of cheap telephone service; how the hell could anyone hope to
determine what languages a Xiamen university student, a Dutch mechanic, and 
an Amerind activist send their e-mail to each other in?
